Yes. If a server is paused or turned off it still allocates resources such as CPU and RAM. The resources will still be charged for according to the vDC package or hourly rate.
However, it is possible to archive a server (shelving), thus avoiding to get charged for resources such as CPU, RAM, and licenses. This way you only pay for the storage needed to keep the server disk. See Shelving servers
